Community Planning
The Independence Building Department has grown to serve the ever-increasing needs of Independence residents and developers. Building Commissioner, Carl Opatrny, oversees the department and is responsible for staff functions and the processing of all building construction plans and applications.
City Planner, Jeffrey Markley, oversees the City's master plan and works with Planning Commission Chairman, Dale Lytkowski, to assure that the integrity of design, zoning codes and inspections are met by developers of commercial property.
The Planning Commission's application is handled by the Building Department staff. Renderings are required for new development and must be submitted at least 7 days prior to each Planning Commission meeting (held the first Tuesday of each month at 7:00 pm in Council chambers).
The Building Department is currently in the process of automating some of its services and utilizes the latest GIS (Geographical Information Systems) software as a new tool to quickly access information on sites, range of costs and general zoning requirements.

The Independence Building Department is responsible for the current and long-range community planning function as well as building inspection services. The department is capable of responding to all residential, commercial and industrial project and code matters. The Building Department is responsible for administering and enforcing local and State regulations applicable to construction within the City. This includes:
