Housing Enhancement Loan Program (H.E.L.P.)


This program enables homeowners to improve homes or rental properties at rates 3% under a bank's market interest rate.  H.E.L.P. makes it easy to improve homes, which also improves our community.  Funds can be allocated for most non-luxury improvements, such as general repairs, maintenance, code-violation compliance, and property upgrades.  A homeowner can borrow from $3,000 to $200,000.  Pay back is 5 years or up to 10 years for loans over $12,500.  Bank fees are capped at $175.

Eligibility Requirements:

  • Homeowner regardless of income
  • Owner occupied and rental properties
  • Property taxes must be current
  • Appraised property value less than $250,000
  • Credit decisions are based on normal lending criteria

Housing Rehabilitation Loan Program


Through this program, loans, offered at below market interest rates, for up to 15 years, are based upon the approved repair needs of the property.  Loans are granted to correct local code violations and to repair problems that endanger health and safety.  The homeowner is fully involved in setting priorities for repairs and in contractor selection. A lead paint assessment may be provided by the program.  Loans are made up to 100% of the appraised value secured by a mortgage.

Eligibility Requirements:

  • Home must be owner occupied
  • Interest rates and loan terms depend on annual gross income
  • Maximum income limits increase annually
  • Title search, credit check and appraisal

Housing Loan Program for Seniors


This loan enables low and moderate income Seniors to make repairs and basic home improvements.  The focus is on repairs that endanger health and safety.  Eligible repairs include things such as roof replacement, furnace replacement, electrical and plumbing.  Work is completed by registered contractors selected by the homeowner.

Loans, based on the value of your home, are 0% interest and have no monthly payments.  Qualified deferred loans are repaid when the home is sold or the homeowner moves.

  • Home must be owner occupied
  • Owner must be at least 62 years of age
  • Property taxes must be current
